The Data-Centre Boom Is Not Just a Technology Story — It Is a Site Infrastructure Story

As demand for UK data centres accelerates, we look at why power, water, drainage, utilities and early site intelligence are becoming critical to whether these complex projects can actually be delivered — and why reliable survey data has such an important role to play.

The Data-Centre Boom Is Not Just a Technology Story — It Is a Site Infrastructure Story

Data centres have become one of the most talked-about areas of UK property and infrastructure.

The rise of artificial intelligence, cloud computing and digital services means the UK needs significantly more data-centre capacity. The Government’s UK Compute Roadmap forecasts that the UK will need at least 6GW of AI-capable data-centre capacity by 2030 — around three times the capacity currently available.

On one level, this is a technology story.

But for developers, planners, architects and engineers, it is also something much more practical.

It is a site infrastructure story.

Because before a data centre can support AI, cloud services or digital growth, the site itself has to support the building. That means power, water, drainage, access, levels, utilities, resilience, planning constraints and future maintenance all need to be properly understood from the outset.

Data centres are now critical infrastructure

In 2024, the UK Government designated data centres as Critical National Infrastructure, placing them alongside essential systems such as energy, water and emergency services.

Technology Secretary Peter Kyle described data centres as:

“the engines of modern life”

He also said they “power the digital economy”, highlighting just how central they have become to everyday life, business operations and public services.

That recognition is important. Data centres are no longer hidden technical buildings on the edge of industrial estates. They are now fundamental to how businesses, public services and the wider economy operate.

But their growth is also placing greater pressure on the infrastructure around them.

A recent National Grid project in North West London and Hertfordshire shows the scale of that demand. The upgrade will extend the existing 400kV Elstree substation and create a new 132kV substation at Letchmore Heath to connect five new data centres, equivalent to 1GW of demand.

Joe Senior, Project Director at National Grid, described the North West London Upgrade as:

“a nationally significant investment”

That investment brings together substations, cables, tunnels and overhead-line reinforcement to support future homes, businesses and digital industries as electricity demand rises.

That single example shows why data-centre development cannot be viewed as a building-only challenge.

The success of these schemes increasingly depends on whether the surrounding infrastructure can support them.

Power, water and planning are becoming central issues

The data-centre boom is also attracting more public and political attention.

AI Minister Kanishka Narayan has said that delivering data centres is fundamental to the UK’s AI ambitions, but added an important caveat:

“all of this relies on access to the grid.”

That is the key point for anyone involved in property, design or construction. Demand may be driven by AI, but delivery depends on power, land and infrastructure.

Ofgem is currently consulting on connection reforms intended to discourage speculative data-centre projects and free up grid capacity for more viable schemes. Its proposals include commitment fees and stronger milestone requirements, after demand connection applications reportedly surged from 41GW to 125GW in under a year.

Eleanor Warburton, Ofgem’s Director for Energy System Design and Development, said the regulator wants projects to:

“demonstrate real commitment”

before securing scarce network capacity.

Water is becoming another major consideration. Water UK has warned that data-centre growth is increasingly concentrated in water-stressed areas, particularly in the south and east of England. It has estimated that data centres in England already use 6.6 million litres of drinking water every day, with that figure potentially rising sharply if capacity triples by 2030.

Affinity Water has also warned that the planning framework has not adapted to commercial users whose water needs can match those of a market town.

There are also planning and community questions. Proposed hyperscale data-centre schemes, including the East Havering Data Centre Campus in North Ockendon, have attracted national attention because of their potential impact on green belt land, carbon emissions and local infrastructure.

None of this means data centres are not needed.

They clearly are.

But it does mean they need to be planned, designed and delivered with a very clear understanding of the physical site and the infrastructure that surrounds it.

A deliverable site needs reliable site information

For project teams, one of the most important questions is not simply:

“Can we build a data centre here?”

It is:

“Do we properly understand what this site needs in order to make the development viable?”

That understanding has to begin early.

A data-centre site may require a detailed topographical survey to establish levels, access, boundaries, surrounding context and development constraints.

It may require PAS128 utility mapping to identify existing buried services and reduce the risk of costly surprises during design or construction.

It may require CCTV drainage surveys to understand the condition, connectivity and capacity of existing drainage networks.

On brownfield, industrial or previously developed land, existing infrastructure can be particularly complex. Legacy services, unknown drainage runs, historic utility routes and undocumented alterations can all create risk if they are not identified early enough.

For larger or more complex projects, measured building surveys, 3D laser scanning, point clouds and Revit models may also be needed where existing buildings or structures are being retained, adapted or integrated into the wider scheme.

As Graham King, Director at Terrain Surveys, explains:

“Data-centre projects are often discussed in terms of technology, but the site still has to work in the real world. Power, drainage, utilities, access and existing infrastructure all need to be understood properly before key decisions are made.”

Why a joined-up survey approach matters

Data-centre schemes rarely require just one type of survey.

A site may need topographical information, utility mapping, drainage investigation, measured building data, laser scanning, Revit modelling and construction-stage support at different points in the project lifecycle.

That is where a joined-up surveying consultancy approach can make a real difference.

Rather than appointing separate suppliers for each discipline, project teams can benefit from one coordinated survey partner that understands how the different pieces of site information connect.

For developers, architects, engineers and project managers, that can mean fewer separate site visits, clearer communication, more consistent data and a smoother route from feasibility through to design and delivery.

Graham King says:

“The value of a one-stop-shop approach is that we are not looking at each survey in isolation. We are helping the project team build a clearer overall picture of the site, so they can identify constraints earlier and make better-informed decisions.”

From technology demand to development reality

The demand for data centres is being driven by huge technological change.

But delivering them successfully depends on practical site intelligence.

Where is the power coming from?
What existing utilities are present?
How does the drainage network function?
Are there buried constraints?
What are the site levels?
How will access, construction and future maintenance work?
What needs to be understood before the design is fixed?

These are not abstract questions. They can influence cost, programme, planning, risk and long-term operation.

As more developers, operators and public bodies look to expand the UK’s digital infrastructure, the most successful data-centre projects will not simply be those with the biggest ambition. They will be the ones that properly understand the land, buildings and infrastructure they are built around.

The data-centre boom may be powered by AI.

But it will be delivered through good planning, reliable site information and coordinated infrastructure design.

And that starts with understanding what is already there.
